Are there Vietnamese FOSS user groups?

Yes, and they are very active! For example:

The Vietnam Linux user group. See the presentation Hanoi-Linux-User-Group.pdf (56Ko), introduced during the 1st Workshop of FOSS-bridge.

For the ASEAN-region, see the IOSN-ASEAN network. Mr. Sarmiento of ISON-ASEAN talked about the "OSS International Networking in the ASEAN Region" during a FOSS-workshop.

Note that there is also group of FOSS activists which has been built up in the framework of the FOSS-Bridge initiative (see  FOSS-Bridge expert group).
