Is any FOSS created for the Vietnamese “market”?

Yes! Please see our list of FOSS-bridge participants, Vietnamese companies are very active.

The most famous software might be Unikey (http://www.unikey.org/): With Unikey you can directly type Vietnamese characters with their pronunciation signs, they are transformed to the respective Unicode token.

Furthermore, Vietnam joined the “Asianux” group in 2007. Other members of Asianux are Japan, China and the Republic of Korea.  Asianux is a consortium of Asian software companies to develop collaboratively an Asian standard Linux platform (http://www.asianux.com).
